Professor Hon Chan has worked with the City University since 1989 and was Head of the Department of Public and Social Administration from 2005 to 2011. He has served as a member of a number of key committees and boards at the departmental, faculty and university levels. Professor Chan, who received a MA and PhD at the Maxwell School of Syracuse University, specializes in public policy and administration. His major teaching and research interests cover public sector personnel management, performance measurement, civil service reforms, comparative institutional and policy capacity studies and environmental policies. From 2008 to 2012, he has published fifteen articles in SSCI-listed journals, most of which are top ranked in the fields of public administration and area studies. He is a member of the editorial boards of more than ten journals including American Review of Public Administration, Australian Journal of Public Administration, Chinese Public Administration Review, International Journal of Public Administration and Public Performance and Management Review, etc. He has received grants from the Research Grant Council and CityU (HK), and the National Science Foundation of the Executive Yuan (Taiwan). He has worked on several international collaboration projects with Yale and Columbia University (United States) and the Ministry of Environmental Protection (PRC)
